1.0 SCOPE
This procedure identifies the requirements for review of principal contract data, its verification against Company tender and Client order reference documents, and authorisation prior to issue.

2.0 PROCEDURE
2.1 Principles
The notified data should represent a verifiable actual status of the contract at the point of issue. Verification is carried out by reference to key documents, specifically:
- Client order (or order intent)
- Reconciliation of order value against as-bid scope and corresponding estimate (original bid plus revisions as appropriate).
2.2 Review and Handover
If a contract is awarded as a result of the bid submission, the designated Project Manager will review the contract documents against the bid and any post submission negotiations, to satisfy himself that the contract documents are acceptable.
The VP Business Development and Commercial/Legal Executives together with the Proposal Project Manager, (when he is not the designated Project Manager) will initiate a formal handover meeting with the nominated Project Manager. Where the Project Manager has been an attendee at the proposal review meetings he will be familiar with the background. The minutes of the meeting will summarise the contract requirements and list all the contract documents that are handed over to the Project Manager. Where a contract is starting on the basis of a letter of intent rather than a formally signed contract, this fact shall be minuted together with a statement as to when the formal contract is expected. The handover meeting may be combined with the corporate kick-off meeting.
The Project Manager will satisfy himself that the documentation is in order. In case of outstanding alternatives or other apparent discrepancies within the tender, these will be resolved with the Client prior to the project launch.
Formal minutes of meetings shall be issued by the Project Manager to the attendees and distributed to the VP Business Development and to the Operations Director.
Reconciliation of the as-bid scope and estimate with the order value is co-ordinated by the Project Manager together with Manager of Estimating and the responsible Business Development VP as appropriate.
Identification and validation of Contract Agreement status is the responsibility of the Commercial/Legal Executive. |
