INDUSTRIAL RELATIONS
SCOPE
This practice describes the requirements for a project industrial relations program and the responsibilities for development and implementation of a site specific plan.
RESPONSIBILITIES
Corporation Industrial Relations Department
The Corporate Industrial Relations Department is responsible for the development
and implementation of a detailed, written industrial relations plan before project
mobilization.
Site Industrial Relations Representative
The site industrial relations representative, under the direction of the site manager and the Corporate industrial relations regional manager, is responsible for the following:
· Implementing and updating the project industrial relations plan
· Administering employee relations and labor relations programs
· Conducting effective labor relations evaluations
· Maintaining the reserve gate system
· Monitoring program policies and procedures
· Conducting supervisory training
· Preparing and publishing reports
· Ensuring that labor relations issues are addressed during orientation, indoctrination,
and training of all project personnel
Note!!! In many instances, a member of site management is trained in industrial
relations and works in conjunction with the projects Corporate industrial
relations representative. Some projects may require a full-time, on-site
industrial relations specialist.
Construction Supervision And Management
Construction supervision and management are responsible for ensuring that subordinates practice the open door policy and effective labor relations, and implement the project industrial relations plan.
GENERAL
Industrial Relations Plan
An industrial relations plan that establishes effective labor relation practices, which
promotes harmonious labor relations on the project is required for each project. These
labor relations practices include, but are not limited to, the following:
