- Introduction
Engineering work related to installations in Russia needs to recognise the requirements of Russian codes and standards, known as GOST and SNIPS. Custom and practice in Russia appears to adopt a policy of selecting the most convenient or appropriate standard for a particular application rather than the latest issue of the standard as is convention with International standards. The Designer then needs to convince the local Gosgortechnadzor approvals office that the selected GOST was appropriate for the application.
This document outlines the strategy to be adopted for completing engineering design relating to Russian installations and provides details on the method of working, split of work and guidance on the use of engineering tools. The intention is that this document is used as a template by each project working with a Russian Design Institute (RDI) and is customized by the project to reflect the nature of the work to be completed.
- Background
A number of projects have been successfully completed for installations located in Russia and have to a greater or lesser degree involved Russian Design Institutes. What is evident is that for the project to obtain formal approval of design and procured equipment a Russian Agency (Design Institute or Import Agency) has been needed to interface with Gosgortechnadzor, who are the Russian Organisation responsible for the technical adequacy of most industrial installations. It is in this respect that it recommended that future projects would require an RDI to interface with Gosgortechnadzor. |
