Test cases describe logical tests that are needed to validate that the solution works as expected and that there are no obvious defects. Test cases are "logical" tests because they describe the test that will occur. They do not actually contain the test data. Since they do not contain test data, test cases can be created as soon as the user story is created.
In Agile the test cases do not need to be very formal. They should contain sufficient information so that the client and team can understand the types of test to create. If you are staffing the project with a "whole team" the same people will create test cases and create the actual test data. Therefore, less information needs to be documented. (The "whole team" means that the team consists of generalists that can perform all aspects of Agile development.)

A Scope of Work is made up of both the Scope of Facilities and the Scope of Services. This document was developed to assist personnel in writing Scopes of Facilities and Scopes of Services, mainly for engineering, procurement, and construction projects. Using this guideline, the scope documents generated will be more complete and consistent in format across all disciplines and functions. This document is structured to be used on all types and all stages of projects and proposals, either Lump Sum or Cost Reimbursable; large or small.

Попытаемся осмыслить, что кроется за обеими выражениями. За рубежом, где проектное управление и ведение бизнеса, как правило норма, СМК понимается как фундамент Качественного управления для ведения успешного бизнеса. Менеджер СМК там подчиняется первому лицу естественным образом. СМК детально и пошагово определяет что делает компания, как делает, с каким качеством, политику, стратегию и цели компании.
СМК, как система управления качеством, в виде строительного контроля, ОТК прижилась на предприятиях с функциональной системой управления бизнесом. Все документы, как правило имеют только отношение к контролю качества работ или продукции, а к управлению бизнесом а целом, имеют мало отношения или вообще никакого. Поэтому, до сих пор, самые крупные проекты в РФ управляются с участием иностранных компаний у которых присутствует система управления бизнесом в целом (будь то проектная, матричная или гибридные).

There is a lot of conservatism in business people, which is based on two things: (1) they don't have a good understanding of how a business organization works, and (2) they have found out the hard way that often when they try something new, it fouls up the system. You often see this happen whenever a major position in the managerial or executive area of a corporation is vacated by promotion, dismissal, or retirement. The organization will almost always decide to search externally for a replacement. That's a behavioral statement that says business people have no idea what the qualities are that characterize a good manager or executive. Since they don't know, they have no basis for training or selection except a person's "track record." Typically they don't want to take an employee from another position within their organization. If they had explicit criteria for what an executive position requires, it would be much more cost-effective to train people within the organization.

After you have prepared your project estimates for effort, cost and duration, you need to defend it if the sponsor thinks that the numbers are too high. It is important that these estimates be accepted since they form the basis of your schedule and budget. Outsourcing of project work is more common today than ever. However, even though you outsource the work, you cannot outsource your obligation to make sure the project is progressing smoothly. If all goes well with the outsourcer, you do not have much work to do. Unfortunately, in many instances, the outsourcing vendor does not perform against expectations. If that happens, you want to know about it as soon as possible.
